Every single person gets free treatment for almost adjectives medical issues, ranging from dental care to cancer treatment. However, as this service is paid for out of our taxes, you can solely receive treatment for it if you are a resident of the UK. If your friend is a British citizen she simply needs to go to her dentist and discuss braces with him/her. If she's not British next she won't be able to get free braces.
