How do i build big strong arms from someone suffering from skinny-fat?

Hi, i'm 5 feet 7 and weight 130 and im suffering from skinny-fat. My arms and legs are really constricted but i have a big stomach. In the past i used to get through dirty to gain weight but now i want to grasp big strong arms. I am aware that i have to lift weights but do i elevate low weights with high reps or raise heavy with low reps. other suggestions would be much appreciated. Thanks.
