Light toning exercises should work unless, as somebody else said, you're rather overweight.

Get yourself a frothy dumbell (one-handed weight, you can pick up a set of two in your local sports shop exceedingly cheaply) that you're comfortable with - you shouldn't have difficulty lifting it, and should know how to do several lifts very efficiently.

Use it to do arm exercises every day. Doing many repetitions next to light weights will help tone and tighten your arms (and doing smaller amount repetitions but with heavier weights will make your muscles larger).

The "seated dumbell curls" and "tricep extension" exercises there should be the most adjectives ones. Do these one arm at a time - do twenty curls, then switch to the other arm. Take a short break, and repeat. Do these for as long as you feel comfortable (though don't exceed five repeats of this cycle). Remember, if you discern any pain, stop or you WILL damage your muscles.

Do this every two days to provide your arms a rest. If you find your arms aren't tired at all on the "rest days", you could do it every day, if you needed.
