Is my Heart Rate regular?

I am 21 years old, my height is 5'2'', and my shipment is 113lbs... so as you can see i am NOT overweight, so that would't be a reason for my heart rate to be high.

so as i sit, i did the simple counting near my fingers, and i have 91 bpm.. but when i workout (cardio.. not too fast) well it used to progress to 195bpm, but since ive been doing cardio more often it have decreased into 180-184 (but harder workout) so yes it did go down profusely.. i also changed my diet (eat healthier)... but i want to know what should my heart rate with the information i gave you (body type)? and what could appear to me if it keeps like that? do i own high blood pressure??.... the weird point is that ive been going to doctors and you know that nurses always check for that, but they other tell me its normal :S but i dont agree beside them!!
