Answers: no its not usually that generalized but you might have sensitive skin just chose the best one for sensitive skin and not a too cheap a brand or you shaved dried and that can lead to a rash.

A disposable razor would not be the sharpest blade you could get hold of so very probable would leave a rash, expecially if you go agains the grain instead of with it, and the imprudent would be irritated by any shaving gel or cream. Lots of cold water would make it smaller amount irritating. sometimes you get a rash if you dont use soap or somekind of shaving gel/ shower gel.
If shaving your chest is going to be a regular point, i would reccommend investing in a decent blade!
Its pain-full but waxing is your best bet as you wont get a unthinking like shaving and it will last alot longer disposable razor are rubbish - try to avoid them if u can
