Dark Line on my Neck??

I enjoy a gloomy row that go across the pay for of my nouns. Its so embarassing! It looks close to dirt, but I can't clean or scrub it past its sell-by date. I even saw a dermatologist but she didn't own anything to present me. Someone once told me it be a diabetes gene?

I own shadowy areas underneath my arms too that look impossible to tell apart. Does anyone know what this is, and how I can get hold of rid of it? Will it ever run away on its own? Thanks.
