He said the Tylenol be for the actual pain and the Codeine was to distract them from the pain. On one side you hold abusers/addicts and on the other you have people seeking legal cast-iron medical help.

I would say there is a tremendously thin line. The main difference is this: If you are taking a drug because a doctor prescribed it to you, and you are taking it as directed for the issue the doctor prescribed it to support, then that isn't recreational.
